dns/dnstracer: Update to 1.10

Changelog for 1.10:
- Add support for EDNS0 (extra big packets)
- Add support for querying of ANY records.
- Add represention of SRV, RP records.

Port changes:
- Take maintainership
- Upstream switched from autotools to a plain makefile; modify the port
  accordingly (as a result IPV6 option is no longer offered by the port)
- Install manuals under PREFIX/share/man
