Update to 20020225.1.  Only documentary fixes I forgot to make in
20020225.

- Clarify that portupgrade -O is disregarded if -r or -R is given.
- Reflect the fact that INDEX.rbo no longer exists.
- Document portsdb(1) better regarding PORTS_DBDIR.
