sysutils/sysctlbyname-improved-kmod: fix after r366465

- the new sysctl object {0.7} "sysctl.nextnoskip" overlaps this interface
- add files/patch-sysctlinfo.h to change sysctl OIDs of sysctlinfo
  and the OID of this kmod
