Update to the 20201105 snapshot of GCC 8.4.1.

This only brings one fix for arm builtins (and a testsuite backport).

Also remove SSP_UNSAFE which was added by r327697 in 2013 to the
pre-pre-...-predecessor of this port and does not appear necessary
any longer.
