devel/xtensa-esp32-elf: Revert one PSRAM fix that caused a regression

Change since 1.22.0-96-g2852398:

  - revert the part 2 of PSRAM workaround because of regression,
    add a C++ multithreaded locale fix

The new version identifies as 1.22.0-97-gc752ad5.
