graphics/py-mayavi: Add USES=python:3.6+

rene@ and mat@ are correct: USES=python:3.6+ is needed, because Mayavi can't build with Python-2.7.
'noflavors' only disallows flavors, and builds a single package corresponding to the default Python version.
