Update to upstream version 0.9.5.

Details:
- Update 0.9.1 -> 0.9.5

- Use non-standard way to fetch tarbals from github, cf PR#221634:

- Add optional build and run of googletest tests
- Add optional build and install of fancy docs in many formats
