Add CONFIGURE_ENV="${SH} -x".  We have no idea why this works, but
configure will die otherwise because it finds elf.h and concludes we
are SVR4.

While I'm here, delete CONFIGURE_ARGS=--prefix=${PREFIX} and change
HAS_CONFIGURE to GNU_CONFIGURE.
