Richard Seaman has turned in his commit bit.

  "I think its time for me to resign as a committer.  When I first
   became a committer, I had good intentions for making a
   contribution, but it just hasn't worked out time wise, and nothing
   is likely to change in the near future."

Thanks to Richard for being honest about the situation.  We'll welcome
him back if he has more time to contribute to FreeBSD in the future.
