Update to 20030217.

portupgrade(1):
- Improve the packages support: When installing a binary package,
  automatically detect and install ports/packages it depends on.

portsdb(1):
- Replace COMMENT with COMMENTFILE.

- Treat bsdpan-* packages specially; set their origins to those of
  p5-* where possible.
