update and fix security/p5-Crypt-OpenPGP

	- update to 1.03 to make fetcheable
	- remove NO_PACKAGE (fix PLIST)
	- take maintainership
	- replace homegrown BASEPERL with SITEPERL
	- remove MANPREFIX
	- make dependencies dependend on perl version for those included in perl 5.8
	- add WWW
