Fix build for x11-toolkits/php-gtk

	Due to incorrect build dependencies, php-gtk failed to build
	(as reported by bento).  This patch fixes BUILD_DEPENDS and
	corrects another small bug (pre-configure wouldn't be called
	under certain circumstances).
