- convert to using PERL_CONFIGURE.  this fixes issues with some manpages
  (since PERL_CONFIGURE sets MAN3PREFIX for us) [0]
- fix pkg-plist to not be greedy about ${SITE_PERL}/${PERL_ARCH}/Bundle and
  Apache directories.
